Commenting on the Chief Inspector of Prisons' last annual report, Liberal Democrat Justice spokesperson Robert Brown MSP said:
"This report is yet another reminder that the Justice Secretary hasn't got to grips with overcrowding in our prisons.
"We know that our prisons are getting more dangerous and the rates of re-offending remain high. Prison has an important role to play in our justice system and time spent in prison should be about more than just punishment.
"The revolving door system we have at the moment doesn't make our communities safer. We need to make sure that prisons help rehabilitate prisoners so they don't offend again.
"This report finds that sex offenders receive the worst preparation for release. This has to change. Prison staff are doing their best, but they understandably struggle when our prisons are full to bursting."
